BULLETIN

As you may be aware, CCLA's Security Committee has been consulting with
police units responsible for coordinating the security arrangements for
the upcoming G8 & G20 Summits.

This e-mail is intended to disseminate the latest information that we
are aware of to date; and can be shared without compromising law
enforcement actions.

The Royal Canadian Mounted Police (RCMP) is mandated to ensure the
safety of major events such as the G8 & G20. The RCMP in partnership
with the Ontario Provincial Police (OPP), the police of jurisdiction,
the Canadian Forces, North Bay Police Service, Peel Regional Police and
Toronto Police Service have formed the Integrated Security Unit (ISU) to
address all aspects of security for the Summits, the Leaders and the
delegates. Operations are coordinated by the Summits Management office
and the Community Relations Group (CRG) are the direct conduit between
the community and the ISU.

Timetable for the two Summits are as follows:

The G8 Summit in Huntsville is taking place; June 25 & 26, 2010, at the
Deerhurst Resort in Huntsville, Ontario.

The G20 Toronto Summit taking place; June 26 & 27, 2010 is primarily at
the Metro Toronto Convention Centre.

This security operation will be the largest in Canadian history to date;
even dwarfing the Olympics in Vancouver as it carries a different
profile and series of risks.

The ISU continues in its ongoing planning phases. This planning will be
constantly assessed & adjusted leading up to and during the Summit.

The recent discovery of the purchase of 60, 25 kilogram bags of ammonium
nitrate (fertilizer) to an unauthorized purchaser in the Niagara region
is obviously increasing tensions for police. This is a sufficient
quantity to construct a substantial bomb in which a vehicle could be
used as a delivery method. Investigations are on-going in this regard,
but as a result we should expect to see an increased vigilance by law
enforcement leading up to and during the summits.

Please see the attached bulletin from the ISU warning of increased
vigilance by your operations and staff during this period.

Considerations:

o Both venues will have inner and outer security zones/perimeters with
restricted access according to purpose.

o These zones could change at a moment's notice due to intelligence or
threats received.

o The security perimeter are already being constructed and will be
fully formulated a week prior to both events and be taken down two days
afterward.

o There will be interruptions for deliveries during these two events
and the ISU will do everything possible to minimize disruptions without
compromising security.

o It's advisable you communicate with your customers that there will
be uncontrollable/unavoidable disruptions during these times and to
consider alternative delivery contingencies where possible - substitute
delivery locations, times, pickups etc.

o Consider that your own operations/people could be at risk -
thefts/damage to vehicles and/or uniforms may be a possibility - place
your staff on notice to be vigilant and report any incidences/
suspicious activity.

o In areas in/near the zones, consider removing any outside items such
as planters, garbage bins, even drop boxes that could be used for
nefarious purposes.

RCMP and the Summits Management Office have decided against granting an
"Accreditation Process" (for delivery companies) in the Toronto core
during the event as the process is too unwieldy to manage and the
potential for exploitation too great. For those that have need to enter
certain security zones during the event to facilitate deliveries;
drivers and vehicles will be subject to a "right and need" test. Details
regarding this include:

* The "right and need" test will be established on the spot as
the vehicle enters the zone - subject to the officers/military's
discretion.

* Personnel planning to enter the downtown core should have
adequate company identification.

* Proof of delivery and contents should be carried to
substantiate the delivery or pickup (waybill etc.)

* Emergency contact coordinates should be carried by the driver
to substantiate/verify the delivery as drivers may be asked for this by
law enforcement.

* Drivers/vehicles may be subject to search.

* Expect long lineups and delays - this will take time to
accomplish and coupled with unpredictable potential protest activities
and crowds; as well as vehicles that will be denied/turned around - will
cause traffic snarls.

Monitor local media/press releases leading up to the events as
information/updates will be provided on an on-going basis. You can
expect to see communications this Friday announcing closures to certain
sections the Gardiner Expressway during the event.

Information specific to Pearson Airport Infield Property and Tenants:

* There will be increased security vigilance at Pearson Airport
during the G8/G20 in particular when the dignitaries'/officials come and
go.

* Peel Regional Police will be the lead for this area in
conjunction with the ISU and the Canadian Military.

* The guardhouse will be manned and controlled as an access
point to the Pearson infield cargo and passenger terminals similar to
what took place during 911.

* As of Monday, June 21; there will be an increased police and
military presence in this area.

* From 07:00am Wednesday, June 23 until Monday, June 28 at 23:59
a process of vehicle screening will take place.

* This screening will occur for all those entering the perimeter
at the guardhouse for any kind of activity including pickups/deliveries;
(there will be no free flow of traffic) and will entail a "right & need"
test:

o The "right and need" test will be established on the spot as the
vehicle enters the zone - subject to the officers/military's discretion.

o Personnel planning to enter the airport infield should carry
adequate company identification.

o Proof of delivery and contents should be carried to substantiate the
delivery or pickup (waybill etc.)

o Emergency contact coordinates should be carried by the driver to
substantiate/verify the delivery as drivers may be asked this by law
enforcement.

o Drivers/vehicles may be subject to search.

o Expect long lineups and delays - this will take time to accomplish
and coupled with vehicles that will be denied/turned around - will cause
traffic snarls.

* Certain businesses that are tenants of the Pearson Airport
Infield area have already been granted "accreditation" in an effort to
assist their operations during this period; but may be subject to the
same verifications/searches.

No doubt all these measures will cause disruptions and frustrations for
both our members and their customers; however this period is exceptional
and the efforts are necessary and directed toward ensuring a peaceful
and secure event without incident.

The Community Relations Group 'CRG' will continue to work with affected
businesses to maintain open dialogue on how security planning will
affect their day-to-day lives before, during and after the Summit. This
is intended to address firsthand, the concerns that may surface prior to
the Summit.

Restrictions and security measures will be based on prior experiences,
both locally, nationally and abroad, as well as with the latest
information gathered on various activities or potential threats. These
measures will be similar to the approach used at all major events. The
RCMP and OPP have extensive experience in major events planning and
security and will ensure that to every extent possible, security
planning is intended towards minimally affecting the communities during
the venues and the surrounding areas.

Any suspicious activity (no matter how trivial it may seem) should be
reported to the Liaison Management Team (LMT) for a decision on actions

during or after the events.
